Minutes of the University Communications Resources Committee Meeting: Wednesday, January 29, 1992, 3 p.m. Location: Donaldson Brown Continuing Education Center Attending: Bevan, Blythe, Caceci, Crane, Crofts, Fox, Furrow, Litchfield, McAnge, McCoy, Sanders, Snoke, Sumichrast, and Swift (for Johnston) Guests: Bowden and Lilly 1. Meeting called to order at 3 p.m. by Chair McAnge. 2. Minutes of the November 20, 1991, meeting were approved. 3. Update - Electronic Village Project Theta Bowden shared with the Committee the status of the Electronic Village Project. At this stage, the project is a concept. No specific plans have been developed for the project. C&P Telephone Company is very interested in the project and is supporting a feasibility study. A 9-page concept paper was given as a handout. The proposed project will allow two-way electronic transfer of information available to the Blacksburg community that is serviced by C&P Telephone Company. Four levels of service are being discussed: A. Basic data (low speed-may be accomplished with existing lines) B. Switched video C. High Speed D. Very high speed The University's interest in the Electronic Project is twofold: 1) Enhancement of the local economy; 2) Extent of University utilization of significant data capability. This item will be placed on the monthly agenda for future updates. 4. Student and Faculty Network Access Committee Chair McAnge shared with the Committee a letter written to Provost Carlisle suggesting the Commission on Undergraduate Studies address the issues of access to computing resources, and offered the assistance from the Communications Resources Committee. No response has been received as of this date. It was the consensus of the Committee that this issue would be brought before Hooper, Chair, Commission on Graduate Studies, for addition to its agenda by LaBerge and Snokes. (Copy of letter attached to minutes.) 5. Communications Resources Rate Structure Judy Lilly reported on a proposed communications rate structuring. The proposed rate plan has been approved by the Provost. The plan will be presented to the Deans and Directors and be reviewed by the Budget and Controller's Office before the specific details are announced. The plan, which would reduce communications costs to departments by $350,000 include a significant reduction in data communication rates, slight increase in telephone service, reduction in Ethernet installations, voice mail as part of the basic telephone service, and dial-in data service for departments. No significant change is proposed for installation fees. If approved, the new rates will go into effect July 1, 1992. 6. Next Meeting Scheduled The next meeting was scheduled for February 26, 1992, Donaldson Brown Center, Conference Room G.
