1.5 Article V. Standing Committees SECTION 1. STANDING COMMITTEES: Standing committees are established to carry out the functions and operation of the Faculty Senate. Standing com- mittees include the Cabinet, the Committee on Committees, the Credentials and Elections Committee, and the Committee on Reconciliation. Standing committees report to the Faculty Senate. All actions are subject to review by the Senate. Additional standing committees may be established upon re- commendation of the President of the Faculty Senate, the Cabinet or a sen- ator, and approval of the Faculty Senate. SECTION 2. THE CABINET A. COMPOSITION - The members of the Cabinet are the President, Vice- President, and Secretary of the Faculty Senate, and one senator from each college and the library not represented by the officers. These senators are elected for a term of one year by the Faculty Senate. A senator may not be elected to the Cabinet for more than two consecutive terms. B. FUNCTIONS AND DUTIES - The functions and duties of the Cabinet are: 1. To serve as the Executive Committee of the Faculty Senate to which it is responsible and to which it reports regularly on the disposi- tion of matters submitted to it; to act on behalf of the Senate be- tween Senate meetings. 2. To review the resolutions forwarded to the University Council by the various commissions and to advise the faculty senators on Uni- versity Council of any resolutions that should be deferred for Fac- ulty Senate consideration. 3. To oversee and coordinate the activities of all officers and stand- ing committees of the Faculty Senate in order that their duties may be discharged expeditiously. 4. To set the time and place and, together with the President, prepare the agenda for meetings of the Faculty Senate. Additions to the agenda may be moved by a senator at the time of adoption by the Faculty Senate. 5. To call special meetings of the Faculty Senate as provided in ARTI- CLE VII, Section 2. 6. To discharge other duties in accordance with parliamentary proce- dure. SECTION 3. COMMITTEE ON COMMITTEES A. COMPOSITION - The members of the Committee on Committees are the Presi- dent of the Faculty Senate, who serves as the chairman, and senators from at least five colleges elected by the Faculty Senate. The number of members is prescribed in the Bylaws. Members serve until their Sen- ate term expires. B. FUNCTIONS AND DUTIES - The functions and duties of the Committee on Committees are: 1. To nominate members of all standing committees except the Committee on Committees for election by the Faculty Senate. 2. To nominate senate representatives to the University Council for election by the Faculty Senate. 3. To seek nominations from college faculties and the Faculty Senate for Senate-elected representatives on University Commissions and to submit a list of nominees for election by the Faculty Senate. 4. To recommend Senate nominees for membership on University Commit- tees when requested by the President of the University. Such nomi- nations must be confirmed by the Faculty Senate. 5. To make nominations, insofar as possible, to ensure rotation of as- signments and utilization of the talents of all faculty. 6. When nominations are submitted by the Committee on Committees, the Chair shall call for nominations from the floor. 7. To appoint each year a Nominating Committee to nominate a slate of officers for the Faculty Senate and to nominate senators to fill positions on the Committee on Committees as prescribed in the By- laws. SECTION 4. CREDENTIALS AND ELECTIONS COMMITTEE A. COMPOSITION - The members of the Credentials and Elections Committee include at least one senator from each college and additional members as prescribed in the Bylaws. Members are nominated by the Committee on Committees, elected by the Faculty Senate, and serve until their Senate term expires. The committee elects its chairman and secretary. B. FUNCTIONS AND DUTIES - The functions and duties of the Credentials and Elections Committee are: 1. To adjust annually the number of faculty members represented by a senator as prescribed in the Constitution and Bylaws. 2. To inform each college faculty of the number of senators to be elected, as prescribed in the Constitution and Bylaws. 3. To conduct the election of senators from the various colleges and the library as prescribed in ARTICLE III, Section 4 and the Bylaws. 4. To maintain a current list of faculty members eligible for member- ship in the Faculty Senate. 5. To rule on the eligibility of nominees to the Faculty Senate, to supervise regular and special elections of members and officers of the Senate and to supervise the selection of Senate nominees. SECTION 5. COMMITTEE ON RECONCILIATION A. COMPOSITION - The Committee on Reconciliation is composed of six ten- ured faculty members eligible for membership in the Faculty Senate. Members are nominated by the Committee on Committees and elected by the Faculty Senate; at least one member shall be a senator. Faculty ap- pointed to administrative positions with responsibility for recommend- ing promotions, salary adjustments, and distribution of teaching, research, and extension assignments are ineligible for membership. A member is elected for a term of three years and is eligible for re- election. The committee elects its chairman and secretary. B. FUNCTIONS AND DUTIES - The functions and duties of the Committee on Re- conciliation are: 1. To offer advice and counsel to faculty members who seek it. 2. To consider private matters of privilege, academic freedom, and tenure submitted to it by members of the Faculty or Administration. 3. To assist members of the Faculty and the Administration to resolve such questions as those of academic freedom and tenure.
