1.6 Article VI. Faculty Representation on The University Council, University Commissions, and University Committees SECTION 1. PRINCIPALS OF REPRESENTATION: Recognizing the responsibility of the Faculty to select their representatives on the University Council and Commissions, the Faculty Senate and the College and Library Faculties shall elect such representatives. Faculty representatives to these organ- izations shall always keep in mind that the prime function of such bodies is policy making and that the implementation of policies and programs is properly the responsibility of administrators. SECTION 2. SENATE REPRESENTATION ON UNIVERSITY COUNCIL A. ELECTION - Seven senators are elected to the University Council by the Faculty Senate with more than half of the colleges represented. Term of office and procedure to fill vacancies in unexpired terms are pre- scribed in ARTICLE IV, Section 2 of the Constitution of the University Council. B. FUNCTIONS AND DUTIES - The functions and duties of senators on the Uni- versity Council are: 1. To represent the position of the Faculty Senate and the Faculty on pertinent matters considered by the University Council. 2. To inform the Faculty Senate of pertinent matters to be considered and of actions taken by the University Council. 3. To bring matters of faculty concern before the University Council. SECTION 3. SENATE REPRESENTATION ON UNIVERSITY COMMISSIONS A. MEMBERSHIP ON UNIVERSITY COMMISSIONS 1. COMMISSION ON UNDERGRADUATE STUDIES - The Faculty Senate elects three senators to the Commission. Unless otherwise specified in the Constitutions of the College Faculty Associations, college fac- ulty representatives to the Commission are eligible for election to the Faculty Senate. 2. COMMISSION ON GRADUATE STUDIES - The Faculty Senate elects two sen- ators to the Commission. Unless otherwise specified in the Consti- tutions of the College Faculty Associations, college faculty representatives to the Commission are eligible for election to the Faculty Senate. 3. COMMISSION ON FACULTY AFFAIRS - The Vice-President of the Faculty Senate serves as Chairman. The Faculty Senate elects five addi- tional senators to the Commission. Senate representation shall be from at least three colleges. 4. COMMISSION ON STUDENT AFFAIRS - The Faculty Senate elects three faculty representatives to the Commission, at least two of whom are senators. 5. COMMISSION ON EXTENSION - The Faculty Senate elects two faculty representatives to the Commission. 6. COMMISSION ON RESEARCH - The Faculty Senate elects two faculty rep- resentatives to the Commission. 7. TERM OF OFFICE - Term of office, eligibility for re-election and procedure to fill vacancies in unexpired terms are prescribed in ARTICLE VII, Section 4 of the Constitution of the University Coun- cil. B. FUNCTIONS AND DUTIES - The functions and duties of senate represen- tatives on University Commissions are: 1. To represent the position of the Faculty Senate and the Faculty in the formulation of policy. 2. To inform the Faculty Senate of pertinent matters to be considered and of actions taken. 3. To bring matters of faculty concern before the University Commis- sions. SECTION 4. FACULTY REPRESENTATION ON UNIVERSITY COMMITTEES A. NOMINATION - When nominations for University Committees are requested by the President of the University, Senate nominees are nominated by the Senate and college and library faculty representatives are nomi- nated by their respective faculties. Term of appointment and responsi- bilities are prescribed in ARTICLE VIII of the Constitution of the University Council. Senate-nominated representatives are eligible for nomination to a second consecutive term but may not serve more than six consecutive years. B. FUNCTIONS AND DUTIES - The functions and duties of Faculty represen- tatives on University Committees are: 1. To represent the position of the Faculty in the discharge of the functions and duties of the committee. 2. To inform the Faculty Senate of pertinent matters to be considered and of actions taken. 3. To bring matters of faculty concern before the committee.
