a dynamometer test car, used to test the pulling power of the
locomotives.

Thanks to Brooks Moses and Mike Stimpson for identifying the locomotives
as GPs, and for the information about the dynamometer car.
R. Edward Cake identified these engines as GP-9's, among the first that
the N&W purchased, numbered 10-13. He also identified this photograph as
having been taken on the Blue Ridge grade while N&W was testing the
locomotives.
